    Whereas in diplomatic relation, equal work, international relation, there are formal and non-formal policies, there are policies that must be carried out openly or secretly, meaning there are choice that must be made both by the government of a country, state institution, national, regional and multilateral private institution and citizen both  individually, in groups and institution, both directly and indirectly so that it requires planning, implementation and evaluation of policies and decision making to do something, which has an impact or does not have an impact, so that it can achieve a desire, goal, and goal as something strategic, proportional, comprehensive, efficient and effective.
